1990 Honda Prelude timing belt replacement?

650 bucks to replace the timing belt isn't so bad. If you plan on keeping the car for a long time then it would be smart to replace the timing belt to prevent some serious damage later. If the motor and trans are in good shape then I would buy the car and have the belt replaced.
